Is it possible to disable the "(Social) Messaging (Accounts)"-Feature for all/some users? If yes how?

Is it possible to enable only the RSS-Messaging-Feature? If yes how?

At the moment the OX-Server is not allowed to communicate to ports 80/443 outside the DMZ. Is it possible to use the Messaging- (and Subscribe)-Features over a proxy-server? Or does the OX-Server need direct access to Twitter, XING and Co?
