Custom Portal Plugin

I am trying to create a custom portal tile to be displayed on the Portal page.
I creates the plugin by following the link:

The plugin is not visible on the Portal page.
Then I tried configuring the portal plugin settings by creating the protal.yml file as mentioned in the link:

I am still not able to view the widget on the Portal page.
Please help
