Release 6.22.2: optionally turn of parallels antispam features

The new option
ui/parallels/use_parallels_antispam_features
in
/opt/open-xchange/etc/settings/parallels-ui.properties
allows to turn off the antispam features that ship with
POA to be able to use different solutions.
