Added support for quota for attachments of PIM objects.
Therefore file 'quota.properties' and 'quota.yml' were enhanced by a com.openexchange.quota.attachment entry to specify either globally or via config-cascade the preferred quota for PIM attachments
Default value is -1 (unlimited)
