Basic Group Setup Question

If someone can please tell me the steps to add users to a disto group, I would greatly appreciated. I am filling in, and administering OX 4.1, and have added the users to the group through the Manage Groups Module, but emails are not being delivered. I feel I am missing something in a config file.
