thanks for your interest in translating our product.
The first step to translate the user interface is described here:

This is the description for translating the community version, i.e. the files are always made available after each release.
The online help is only translated into officially supported languages at the moment.

I prepared Norwegian files already and can set you up as a user as soon as you're registered.

I'd suggest to wait a bit then before starting with the translation as we have quite some updates at the moment.
