those options can either been set by the command line tools or the admin GUI, but there are no templates yet
For user mass-creation i'd suggest to use the command line tools with some scripts around them.

setting defaults ?!
is it possible to set defaults for new users?
f.e.: set default language to de_DE, set Company per default to "MYCOMPANY", set quota per default to 100MB ...
didn't find thes entries in any configs till now ...
