Limit access to some resources to some users

Hi,

is there any way to limit access to some, but not all, resources ?
We want to create normal resources and special resources.
Everybody has to be able to book normal resources. For special resources only two or three persons should be able to book this resource. All the other should still be able to see if the resource is available.
