it's IE8, there is a bug open for that, and it looks like it's already fixed (bug #20103)

Not all email, no. We cannot reproduce it. It has been reported by only a few users, but unfortunately they are the "loud" ones. We are guessing it has something to do with the browser they are using but as of yet we haven't collected stats on what it is they are using.

Does it happen at all mails? Is it limited to the content or maybe mail addresses only? Can you reproduce it?

We are getting users complaining about apostrophes in their email messages being rendered on the receiving end as HTML equivalents ' we think it may also be happening with some other characters as well. This seems to have just started happening after the last upgrade to OX 6.20.0. Has anyone experienced this and know what the cause might be?
