The article in the new york times implies that ox/io is open source. I couldn't find the source or the license on the FAQ or the website. Details?

Just OX.IO stuff?

Is it possible to an instance of the ox.io service running without running all of the OpenXchange software, or is it all one big thing?

Also, can you clarify what license ox.io is under? The legal notice page (http://www.open-xchange.com/en/legal-notice) doesn't make that clear.

ox.io is just an Open-Xchange Server 6 hosted somewhere in a datacenter. It's nothing special or unique, everyone can set up such a system at home or work. Furthermore its a demo system to try out the latest and greatest version of OX, it is not intended to be some productive service. The license terms for Open-Xchange Server also apply to the installation at ox.io.

Open-Xchange Backend has the GPL license:

The user interface is licensed under the CC license.
